			<content:encoded><![CDATA[<p><strong>Abstract:</strong> This paper divides in two parts. The first part elaborates on the difference among categories of &#8220;legalities&#8221; that have developed on the globe, and considers their shapes and thickness as irreducible to the uniform notion of a &#8220;global law&#8221;. Different pictures and explanations affect sensibly in epistemic and pragmatic sense the understanding and the potential of the law in relation to global governance. It is the very fact of metamorphoses of law along diverse legal &#8220;formats&#8221; (one has to think of WTO, ISO, ICANN, WHO, ICLOS- about 2000 specialized global regimes-, of the newly coined &#8220;Global Administrative Law&#8221;, of transnational merchant law, of regional order of the EU, of the international legal order, of State orders, and so forth).<span id="more-2765"></span><span id="more-1048"></span></p>
<p>Despite their phenomenological diversities (law as community related, law as functional regulation of field global practices, law as an interstate or as trans-community normativity, and the like) legalities overlap, sometimes in unpredictable ways and on a case by case basis.</p>
<p>In the second part, I return to the concept of Rule of law, drawing on the institutional concept of it, as equilibrium and non domination, that I have at more length elaborated elsewhere. In the inevitable interference and confrontation between plural regulations bearing on the same activities, parties involved and legalities concerned have different depths, different &#8220;social embeddedness&#8221;, different addressees, legitimacy, functions, universalisability, purposes: how the fact of diversities of formats can be made to matter? This question prompts the role of the Rule of law, that is taken here as conceptually separate from other venerable ideals, concerning democracy or human rights. What does the Rule of law contribute in the frame of global governance? It can consistently be extended externally, being cherished internally. Rule of law concerns at this meta-level the relations among legalities, and can cause content dependent assessments to develop as a matter of confrontation in a pattern of legal public and rational discourse, making claims to be heard, differences to be considered, without supporting neither sheer self closure nor monistic dogmas. I explain how the Rule of Law contributes to re- frame a non substantive scheme of coexistence, a legal condition for the weaving of further rules of recognition: thus, out of the need of interaction and interdependence, this ideal concerning the quality of legal matrix works as well as a template of the tension toward responsible consideration of countervailing claims, preserving the equilibrium tension between the right and the good, and preventing one sidedness and unilateral conceptions of the good from being shielded &#8220;globally&#8221; by a merely instrumental code of legality.</p>

<p>The visit was Beckstrom’s first major bilateral visit since he was appointed president and CEO apart from a brief visit to Europe at the end 2009.</p>
<p>In a posting on the ICANN blog, Nick Thorne writes that “during the visit Rod attended a NomComm outreach event designed to encourage greater participation. Organised by the charming and effective Professor Hong Hue, Director of the Institute for Internet policy at Beijing Normal University and in the presence of Madam Qiheng Hu, President of the Internet Society of China. The event was very kindly sponsored by CNNIC, whose Director General, Dr. Wei Mao, also made a very positive contribution to our efforts to encourage greater Chinese participation in our multi-stakeholder model.”</p>

<p>In their update NIC Chile advised that during and after the earthquake, DNS service for .CL worked without interruption. Service continuity was achieved due to the actions implemented by NIC Chile in order to have a significant redundancy level in DNS servers and connectivity, to keep .CL always visible in the Internet. This service is provided using more than 50 DNS servers over different cities in every continent.</p>
<p>During this emergency, some of these 50 DNS servers suffered connectivity loss or power failure after the earthquake, but thanks to the redundancy, there was no service discontinuity. Everything came back to normal as of Monday 1 March by 11:30, with the recovery of the DNS server located in the city of Concepcion, Chile, very close to the epicentre.</p>
<p>However connectivity problems of some of NIC Chile&#8217;s internet providers caused zone updates for new domains to be delayed and some were not done with the usual frequency of half an hour. This issue was fully resolved by the evening of Sunday 28 February.</p>
<p>In addition, the website service (<a href="http://nic.cl/">nic.cl</a>) was affected between 04:04 and 09:14 (CLST) of Saturday 27 February due to connectivity problems of some of NIC Chile&#8217;s internet providers.</p>

			<content:encoded><![CDATA[<p><img class="alignleft size-medium  wp-image-169" title="DENIC logo" src="http://www.domainpulse.com/wp-content/uploads/2007/09/denic-logo.gif" alt="DENIC logo" width="91" height="43" />The “DNSSEC Testbed for Germany” has entered a decisive phase: as of 2 March 2010 DENIC has given all second level domains under .DE the opportunity to participate in the DNSSEC testbed and to record their experiences.<span id="more-2762"></span></p>
<p>In this process, DENIC initially registers the Key Signing Keys used as Trust Anchor, and then publishes the corresponding DS records in the .de zone accessible in the testbed. Thus, for the first time, the participants in the testbed will receive DNSSEC-secured responses for the second level domains involved. This is a considerable improvement compared with the previous status.</p>
<p>After having successfully implemented the signed version of the .DE zone in the testbed environment in January, DENIC now makes available in the second phase of the project interfaces for registering and administering the key material of the delegated .DE domains. These new features are also supported by the information services “whois” and “domain query”.</p>
<p>To be able to participate in the testbed, domain holders must use a DNSSEC-capable name server software for their domain. This is an essential prerequisite. At the present moment, the implementation is primarily suited for domain holders who operate their own name servers. As in domain registration and administration, the Key Signing Key is registered by the Internet service provider or domain registrar who administers the domain. Thus, interested domain holders are requested to contact their providers directly and to consult them about their personal options for using DNSSEC.</p>
<p>Within the next months, DENIC will clarify technical and operational questions in detail together with the testbed participants. The goal is to gain additional important knowledge with the support of a large number of participants – also new ones – and to design workflows and procedures in terms of practical suitability.</p>

Additionally, DENIC has established a testbed mailing list to which you can subscribe via the link mailinglists.denic.de/mailman/listinfo/dnssec-testbed-l. This list serves as a platform for mutual technical support and for exchanging experience.</p>

As a result of the changes, much of the correspondence that previously went by post will in future go by email.<span id="more-2761"></span></p>
<p>For example, an initial complaint will have to be submitted to the WIPO Arbitration and Mediation Center in Geneva (WIPO) by email only. The regulations previously stipulated that, as well as contacting WIPO by email, a complainant had to send five copies of the complaint by registered post.</p>
<p><strong>In line with the UDRP</strong></p>
<p>The changes being made to the Dispute Resolution Regulations for .NL Domain Names follow similar changes to the UDRP (the corresponding regulations for .com and certain other domain names), which came into effect on 1 March. Under the revised .NL regulations, a complaint about a .NL domain name will be forwarded to the name’s registrant by email. However, to make sure that the complaint has actually reached the registrant, WIPO will also write to the registrant’s postal address to say that a complaint has been made.</p>
<p>Copies of the updated Dispute Resolution Regulations, standard complaint form, standard response form and Notes on the Dispute Resolution Regulations are attached. A copy of WIPO’s Practical Guidelines is also available <a href="http://www.wipo.int/amc/en/domains/rules/eudrp/nl/">here</a>.</p>
<p><strong>Fast, easy and cheap</strong></p>
<p>SIDN’s dispute resolution system is intended as a fast, easy and cheap option for settling disputes that involve .NL domain names without going to court. Disputes are resolved by independent, recognised experts in Dutch law on domain names and intellectual property rights. SIDN does not involve itself in the settlement of individual disputes.</p>

<p>The major issue is whether private individuals should continue to register domain names in the PRIV.NO category or be allowed to register directly within .NO. In addition, the consultation is seeking comment on whether there is a need to decide whether individuals should provide documentation on their right to the name they apply for, whether there should be a limit on the number of domains per person, and how the transition to the new rules should be carried out.</p>

			<content:encoded><![CDATA[<p><img class="alignleft size-medium wp-image-165" title="ZADNA logo" src="http://www.domainpulse.com/wp-content/uploads/2007/09/zadna-logo.gif" alt="" width="240" height="240" />Responding to concerns on cybersquatting, the .ZA Domain Name Authority  (Zadna - the South African registry) has announced they will be  introducing new regulations in 2010.<span id="more-2759"></span></p>
<p>&#8220;In .ZA, licensing regulations are expected to come into operation this  year. The .ZA licensing regulations will allow Zadna to license the  entities such as GOV.ZA and CO.ZA,&#8221; Vika Mpisane, general manager of  ZADNA told SAPA. He said it would also license the internet service  providers that want to register or sell .ZA domain names.</p>
<p>The changes will see licensing of registrars and a more thorough  checking of whether registrations comply with the registration rules.</p>
<p>The changes come about following a public consultation that closed in  February.</p>
